Mufid Elfgeeh, of Rochester, N.Y., had obtained firearms will illegal silencers and described his plan to go on a shooting spree of U.S. military members, authorities said.
His planned attack was meant to support the terrorist mission of Islamic State in Iraq and Syria (ISIS), the grand jury said.
