Video captured Thursday by a news helicopter showed deputies using a taser on a suspect, then kicking and punching him multiple times on the ground.
The video, captured by KNBC-TV helicopter, recorded the violent encounter in the Deep Creek area of Apple Valley.
As many as 13 uniformed deputies were seen in the video, many delivering blows to the man on the ground.
The suspect was identified by the San Bernardino County Sheriff's Department as Francis Pusok, a 30-year-old resident from Apple Valley.
In the video, Pusok is seen riding a horse through dry hillsides and rugged terrain as deputies follow in pursuit. A helicopter then flies above the suspect just before he falls from the horse.
Pusok then appears to spread himself out on the ground, and place both of his hands behind his back. One deputy shoots what appears to be a Taser.
A uniformed officer with the San Bernardino Sheriff's Department is then seen running toward Pusok and kicking him in the head. A second deputy then delivers another kick to the suspect's groin from behind.
According to a department statement, the Taser was ineffective because of Pusok's loose clothing.
The two deputies then deliver multiple kicks, punches and knees to Pusok, who is no longer visible. One of the deputies, laying above the suspect, appears to strike him in the head with the Taser in his hand.
Three more deputies run toward the man, with one quickly kicking the man in the head.
As more deputies arrive and crowd Pusok, one of the first deputies turns away from the group and takes a knee.
Two deputies were being treated for dehydration and a third was injured, possibly kicked by the horse, NBC 4 reported.
