Scaramucci was ousted on July 31, minutes after John Kelly took the oath of office as chief of staff.

Scaramucci repeatedly told reporters that he was willing to "fire everybody" in the White House communications office to stop leaks to the press from administration staffers.

During his tenure he also called New Yorker reporter Ryan Lizza and went on an expletive-laden rant about then-Chief of Staff Reince Priebus and Trump advisor Steve Bannon.

Priebus was replaced as the White House chief of staff by Homeland Security Secretary John Kelly, Trump announced in a Tweet on July 28.

"I am pleased to inform you that I have just named General/Secretary John F Kelly as White House Chief of Staff," Trump tweeted. "He is a Great American and a Great Leader. John has also done a spectacular job at Homeland Security. He has been a true star of my Administration."

Priebus told CNN that he offered Trump his resignation after he and the president talked about the administration's direction. White House press secretary Sarah Huckabee Sanders told reporters that the president and Priebus had been discussing the timing of his departure for about two weeks.

Los Angeles Reportedly Reaches Deal To Host The 2028 Olympic Games

Los Angeles has reportedly reached a deal to host the 2028 Summer Olympic Games, paving the way for Paris to host in 2024.

The deal, first reported by the Los Angeles Times on Monday, locks in host cities for two Summer Games at once, an unusual step that the International Olympic Committee (IOC) decided to take in June.

French officials had lobbied strongly for 2024 after losing three earlier bids. Paris last hosted the Olympics in 1924, so the chance to celebrate the 100th anniversary as host again gave it a stronger case.

Tokyo is set to host the 2020 Summer Games.

Meanwhile, officials in Los Angeles, which hosted the Summer Games in 1984 and 1932, had signaled they would be open to a longer wait time, and in recent weeks, had all but conceded the 2024 date.

Speaking at a BuzzFeed News event last week, LA Mayor Eric Garcetti said that the city would most likely not get the earlier Games, but that it was still a win.

"The bid is all but done," he said. "We have won."

A formal announcement about which city will host and when had not been expected until September, when the IOC was scheduled to meet in Lima, Peru. But Los Angeles officials said they would be making an announcement on 5 p.m. local time.

Los Angeles' bid committee had pegged the cost of hosting the Summer Games at $5.3 billion, with plans to cover the expense through sponsorships and ticket sales.

The bid also relied heavily on making use of existing facilities across the city to tamp down on the sort of massive cost overruns that have been a hallmark of recent Games.

Earlier in the bidding process, cities such as Rome, Hamburg, Germany, and Budapest, dropped out largely out of financial concerns. And Boston, which had been the American front-runner for 2024, withdrew due to an opposition campaign.

The 2024 date was viewed as being more attractive since more uncertainties are baked into planning a major event 11 years into the future. But Garcetti said IOC negotiators had made the later date "financially so attractive, we'd be stupid not to take 2028."

A spokesman for Garcetti also told the Los Angeles Times last week that the mayor does not believe waiting four more years will "increase our risk profile."

"Whether we host in 2024 or 2028, our low-risk plan remains the same — using existing infrastructure, and controlling costs," spokesman Alex Comisar said.

The mayor's office did not immediately respond to BuzzFeed News' request for comment Monday.

While the exact terms of the IOC deals were not available, Los Angeles had earlier agreed to cover the first $250 million in cost overruns. The state of California would then cover the next $250 million. Anything beyond that amount would fall back to the city.

The Los Angeles Times reported that the IOC agreed to immediately advance the city a $180-million interest-free loan, which is expected to cover the organizing committee’s costs for operating an extra four years, while also pumping millions into youth sports programs.

Garcetti must also still get the city council to approve a detailed plan for how LA will stage the Olympics.

Trump Administration Detaining Teens As Gang Members With Flimsy Evidence, Says Civil Rights Group

A civil rights organization said earlier this week that the Trump administration is violating the rights of underage immigrants by detaining them as gang members without sufficient investigation.

At least nine minors from New York's Suffolk County have been put in "restrictive detention" based on "unconfirmed allegations of gang involvement," according to a Thursday statement from the New York Civil Liberties Union (NYCLU).

"No child deserves to have his life upended or be ripped away from family based on flimsy allegations,” NYCLU Executive Director Donna Lieberman said in a statement. “Children who in many cases came to America to flee gang violence are being disappeared to face deportation without adequate protections or investigation."

BuzzFeed News has reached out to Suffolk County Police Department for comment.

Phil Desgranges, a staff attorney for NYCLU, told BuzzFeed News one of the nine minors was alleged to be part of a gang for wearing a black T-shirt. Another one was accused of gang membership for a hand gesture at school.

“He reports that he gave another boy the middle finger, and the teachers said no, it was a gang sign,” Desgranges said.

“None of them have been accused of any crimes,” Degranges added. “They were not a safety risk.”

This news comes amid growing concern about the MS-13 gang, and Suffolk County has become a focal point for MS-13 anxiety as President Donald Trump pushes gang violence into the spotlight.

On Friday, Trump was in New York to speak to law enforcement officials about street gangs, where he encouraged law enforcement authorities to be rough with suspected immigrant gang members. He had a receptive audience.

“When you see these towns and when you see these thugs being thrown into the back of a paddy wagon, you just see them thrown in, rough, I said, 'Please don't be too nice,'" Trump said. “Like when you guys put somebody in the car and you're protecting their head — you know, the way you put their hand over — like, 'Don't hit their head' and they've just killed somebody. 'Don't hit their head.' I said, 'You can take the hand away, OK?'"

In a letter sent earlier this week to the Office of Refugee Resettlement (ORR), the NYCLU warned ORR that putting the minors in "restrictive detention" without cause is a rights violation. It accused the office of failing to independently investigate the allegations.

"Detained children are entitled to the least restrictive conditions, including placement with relatives, unless an ORR investigation determines children pose a threat or they have been charged with a crime," NYCLU's release states.

Desgranges said NYCLU had received a confirmation that ORR had received their letter and would respond.

Teenager Dies After Drinking Liquid Meth In Front Of Border Patrol Officers

Newly released surveillance video shows a teenager drinking liquid methamphetamine, which he claimed was juice to Border Patrol agents, shortly before he convulsed and died from the drug. The teen's family believe he was coerced by the agents to drink the deadly substance.

Cruz Marcelino Velazquez Acevedo, 16, from Tijuana was trying to enter the US at the San Ysidro Port of Entry near San Diego on November 18, 2013, when Customs and Border Patrol officers asked him about two drink bottles of an amber-colored liquid in his backpack.

Velazquez Acevedo told the officers the bottles contained apple juice.

Officers didn't believe him and did an initial test on the liquid, but one that is not effective at revealing liquid methamphetamine.

At a secondary inspection site area, Velazquez Acevedo sipped the liquid in an effort to prove it was juice.

The new video, released by Velazquez Acevedo's family via their lawyer Eugene Iredale, shows the teen, wearing a white hoodie, pick up one of the bottles and sip it. He took four sips of the liquid in total.

The bottles contained liquid methamphetamine, a highly toxic form of the illegal drug that has been on the rise because it's easier to traffic as a liquid, which is what Velazquez Acevedo was trying to do.

Officers suspected the bottles contained liquid methamphetamine, but encouraged him to drink it regardless, resulting in his death, argues Iredale.

In the video, the officers appear unconcerned that Velazquez Acevedo is drinking the liquid in front of them, smiling at each other and chatting.

"It's true that Cruz was doing something that was against the law. And that he did not have to be doing. That's a fact," Iredale told NBC.

"It's also true that they did not point their guns at him or physically threaten him but in a social context in which this occurred, they knew exactly what they were doing."

Shortly after ingesting the liquid, Velazquez Acevedo began sweating and screaming in pain, before convulsing and shouting the words "mi corazon" [my heart] repeatedly, according to a lawsuit filed by the family in a Californian federal court.

The lawsuit argued that rather than immediately seeking out medical attention after agents suspected the teen had ingested drugs, border officials placed him in custody. He was later taken to the hospital and died a few hours later.

His family settled the lawsuit against Customs and Border Patrol for $1 million back in March.

The San Diego County’s Medical Examiner’s Office ruled his death accidental.

Rep. Zoe Lofgren, a Californian Democrat and member of the House Subcommittee on Immigration and Border Security, told ABC news on Saturday she believes the actions of the agents resulted in his death.

"Drug smuggling is wrong and is a crime, but this teenage boy did not deserve a death sentence," she said. "For CBP officers to inflict a summary death sentence is not only immoral, but also illegal."

The US Customs and Border Patrol told BuzzFeed News it conducted a nearly-year long review of the incident, which determined in September 2014 "that no further action was warranted and the officers involved were not disciplined".

The San Diego Police Department also investigated the death in 2014, and the US Attorneys Office declined to press charges against the officers involved.

John Kelly's Move To The White House Isn't Necessarily Good News For Immigration Advocates

The announcement Friday that John Kelly would be leaving his perch atop the Department of Homeland Security to become the White House chief of staff, there were few immigrant advocates sad to see him go.

What started out as an homeland security appointment with promise, they said, turned out to be a soldier in step with the hardline agenda put forth by President Trump.

“People who knew him said he’s an adult who will stand up to Trump, he’s not a white nationalist, he’s a balanced guy who can impose some order,” said Frank Sharry, executive director of America’s Voice Education Fund. “But all we’ve seen him do is be a good foot soldier for mass deportation."

In fact, prior to announcing that Kelly would be replacing Reince Priebus as White House chief of staff, Trump praised the retired general for his role in confronting illegal immigration and overseeing a rise in the number of arrests and deportations.

But Kelly's exit isn't necessarily bringing a sense of hope for immigrant advocates, who expect Trump to keep the Department of Homeland Security (DHS) firmly in line with the strong anti-immigration platform that helped propelled his campaign.

"Regardless of who leads DHS next, Trump is using taxpayers’ money to build a deportation machine that is out of control," said Sameera Hafiz, policy director of We Belong Together, an immigration advocacy arm of the National Domestic Workers Alliance. "ICE agents, under Trump’s guidance, have become the judge, jury and executioner. Our country’s families deserve better, and they deserve to be together.”

US Immigration and Customs Enforcement (ICE), an agency under the DHS, has seen a marked increase of undocumented immigrants. In the 100 days since Trump signed an executive order on immigration, the administration has boasted of the arrest of more than 41,000 immigrants suspected of living illegally in the United States. About 75% of those arrested during the 100-day period are convicted criminals, federal officials said.

Hafiz told BuzzFeed News her organization has heard countless stories of mothers being detained by ICE, domestic violence and human trafficking survivors thrown in jail while seeking protection from the courts, and immigrant youth who have been in the country since they were toddlers being deported to countries where they have no connections.

“This has been all under Kelly’s leadership, and his comments and actions have shown he does not care about keeping families and communities together,” Hafiz said. “No doubt Trump made him his chief of staff given this track record of tearing families apart."

While there may be no love lost between immigration advocates and Kelly, John Sandweg, former acting director of ICE, said the retired Army general was well liked at DHS and that many people were disappointed to see him go.

Many didn’t see him adopting a heavy immigration enforcement agenda when he started the job because he didn’t have that background, Sandweg told BuzzFeed News.

However, Sandweg added, “I don’t think it panned out, from what I’ve seen and heard he was very supportive of an enforcement agenda."

But Kamal Essaheb, immigration policy attorney with the National Immigration Law Center, said Kelly always gave mixed messages about where he stood on immigration. He expressed sympathy for young immigrants who benefitted from the embattled Deferred Action for Childhood Arrivals (DACA) program, which shielded them from deportation, but deferred to Attorney General Jeff Sessions on the program’s future.

“In six months it seems like he really has run an agency that’s engaged in really aggressive enforcement that I hadn’t seen as long as I’ve been doing this work,” Essaheb told BuzzFeed News.

Kelly would often hide behind the idea that he was just following the law when giving direction on arresting and deporting immigrants, Essaheb said. But that was a departure from his predecessors, who exercised discretion to avoid “scattershot enforcement” with limited resources.

“[DHS] is accomplishing the spirit of what the president is asking,” Essaheb said. “He wants a deportation army, he wants to scare immigrants who are living here and to some extent Secretary Kelly has accomplished that.”

Amy Maldonado, an East Lansing Michigan-based immigration attorney, said ICE has always been tough on enforcement and frequently crossed the line under past administrations.

"However, the culture at ICE has become malevolent in the Trump era, and now they're off the leash under a president who has made immigrant bashing a centerpiece of his agenda," she said. "I really don't feel like that came from Kelly."

On the other hand, Kelly did play dumb when he said there was nothing he could do in relation to the DACA, which provides protection to undocumented immigrants from deportation, Maldonado said.

Earlier this month, Kelly told members of the Congressional Hispanic Caucus that he was unsure about the legal future of the Obama-era program, when in fact he could have directed his staff to be more lenient with stays of removal, adjudicate fairly, and take immigrant's hardships into account, Maldonado said.

"In the universe of things we need in the White House, another Trump lackey is not one of them," she said.

And until his permanent replacement is picked, Kelly will now occupy an even closer space to Trump, feeding more uncertainty into the mix.

"Now that he's with the president every day as his top advisor, what is he going to do with a question about DACA?" Essaheb of NILC said. "Is he going to refer to urge the president to refer to Sessions or tell the president what to do?"

Trump Heaps Praise On Kelly At Gang Speech Just Before Chief Of Staff Announcement

In a speech meant to highlight his efforts to crack down on gangs and undocumented immigrants, President Trump heaped praise on his homeland security secretary in what would become a prophetic moment after he was named the White House chief of staff a short time later.

Upon returning from the speech, Trump tweeted that Homeland Security Secretary John Kelly would be replacing Reince Priebus.

"He is a Great American and a Great Leader. John has also done a spectacular job at Homeland Security," Trump said on Twitter. "He has been a true star of my Administration."

Earlier in the day while addressing a crowd of law enforcement officials in Long Island, Trump also praised Kelly as "truly, one of our stars," noting a reduction in illegal border crossings from Mexico.

"John Kelly is one of our great stars," the president said.

After some applause, Trump turned to his acting director of Immigration and Customs Enforcement (ICE), Tom Homan, and congratulated him on a job well done, calling him "a tough cookie."

Another top law enforcement official who was notably left out of the praise was his Trump's attorney general, Jeff Sessions.

The speech was billed as a chance for Trump to press his strategy for combating violent gangs he says are populated by immigrants from Central American countries, most notably, the transnational gang MS-13. Trump made mention of ICE’s efforts to deport members of MS-13, then turned to Homan and jested that the remaining members in the gang would “be out quickly, right?”

It might have been an appropriate time to mention that Sessions was, as he spoke, on the ground in El Salvador reportedly helping to coordinate hundreds of arrests and deportations of MS-13 gang members.

Only hours before Trump spoke on Long Island, Sessions gave a speech in El Salvador at the International Law Enforcement Academy graduation. In the speech, he highlighted that “approximately 700 gang members charged in the last 48 hours,” calling it “bold and decisive action like this that will ensure that good prevails over evil.”

And in an April visit to Suffolk County, Sessions also vowed to “eradicate” MS-13. In the months since, Department of Justice has brought federal gang conspiracy and murder charges against dozens of MS-13 gang members.

Family members for some of the victims were at Trump’s speech.

Freddie Cuevas, father of 16-year-old Kayla Cuevas, who was beaten to death by gang members along with another teenage girl, Nisa Mickens, while walking home from school, told BuzzFeed News that the White House reached out and invited the family to attend.

During his speech, Trump made mention of the two girls, who were killed in September 2016. Cuevas called that a “good thing” that showed “the administration is aware of the fact. It’s a big thing for the man to say what he said.”

But instead of mentioning the Justice Department’s strides against MS-13, Trump highlighted the approximately 1,000 arrests and 600 pounds of drugs taken off the streets by ICE agents. After highlighting those actions, Trump renewed his call for Congress to authorize funding to hire 10,000 more agents for ICE, which currently employs around 6,000 agents.

He also said there was a strong connection between undocumented immigrants filling the ranks of gangs like MS-13, a claim not backed up by an analysis from the Washington Office on Latin America.

"They have transformed peaceful parks and beautiful, quiet neighborhoods into blood-stained killing fields,” Trump said. “They're animals. We cannot tolerate, as a society, the spilling of innocent, young, wonderful, vibrant people, sons and daughters, even husbands and wives."

He also encouraged authorities to rough up alleged gang members when they're arrested, something local agencies said they were strongly against.

"When you see these towns and when you see these thugs being thrown into the back of a paddy wagon, you just see them thrown in, rough, I said, 'Please don't be too nice,'" Trump told the crowd.

Kayla Cuevas’ mother, Evelyn Rodriguez, told BuzzFeed that Trump may not be the best speaker, "but he says it directly."

"That’s what a lot of people don’t get, he’s extremely open and I’m all for it," she said.

In yet another sign of upheaval at the White House, chief of staff Reince Priebus was ousted on Friday, replaced by Homeland Security Secretary John Kelly, President Trump announced via Twitter.

"I am pleased to inform you that I have just named General/Secretary John F Kelly as White House Chief of Staff," Trump tweeted. "He is a Great American and a Great Leader. John has also done a spectacular job at Homeland Security. He has been a true star of my Administration."

"I would like to thank Reince Priebus for his service and dedication to his country. We accomplished a lot together and I am proud of him!" Trump added.

His exit comes after months of speculation that the chief of staff could be ousted at any moment, and just a day after Anthony Scaramucci, the new White House communications director, openly accused Priebus of leaking to the media and called him “a fucking paranoid schizophrenic, a paranoiac."

In recent days, senior adviser Kellyanne Conway had told people that Priebus was "gone" and that he was trying to figure out his next steps, a source with knowledge told BuzzFeed News. According to Conway, White House staffers who came from the Republican National Committee were out and the administration was "going back to Trump loyalists," the source said.

Priebus previously served as chairman of the RNC and is considered a Republican Party stalwart, as opposed to a Trump loyalist. During the presidential campaign, he advised Trump to drop out of the race when the lewd Access Hollywood tape was revealed — a fact Trump never let Priebus forgot after his election victory.

As part of his White House role, Priebus was tasked with managing the president's schedule and who he met with, but he had been widely reported to be a "dead man walking" for months.

But his ouster also represents a significant victory for Scaramucci, who had been openly feuding with Priebus for days.

White House press secretary Sean Spicer, a close ally of Priebus, resigned after Scaramucci was hired on July 21.

On Wednesday, after telling the New Yorker that he believed Priebus had leaked information about him to the press, Scaramucci tagged his colleague in a (now deleted) tweet:

“In light of the leak of my financial info which is a felony. I will be contacting @FBI and the @TheJusticeDept #swamp @Reince45.

On Thursday morning, Scaramucci denied that he was openly threatening Priebus with an FBI investigation for supposedly leaking, instead claiming it was "public notice to all leakers that all s[enio]r Admin officials are helping to end public leaks".

That was refuted by his interview in the New Yorker, published Thursday afternoon.

Scaramucci also appeared on CNN Thursday morning, and mentioned his foe Priebus, describing their relationship like "brothers":

If you want to talk about [Reince Priebus], we have had odds. We have had differences. When I said we were brothers from the podium, that’s because we’re rough on each other. Some brothers are like Cain and Abel. Other brothers can fight with each other and get along. I don’t know if this is reparable or not, that will be up to the president.

On Thursday night, just before going to bed, Shannon received a text message from someone inquiring about the sale of a cow.

"[Someone called me] and they were asking for a 'heifer' or something," Shannon told BuzzFeed News. "I was like, 'Excuse me?, I think you have the wrong number.'"

Shannon went to bed without thinking much of the message or the phone call, but woke up on Friday morning to so many calls and messages on his phone that it wasn't even displaying notifications anymore.

As it turned out, the calls and text messages were coming from a Craigslist ad which had listed Shannon's cell as the contact number.

The "heffer" that people were asking about was actually a "heifer," a type of cow, that was listed for sale by an anonymous poster and spelled incorrectly. A heifer is a young female cow that has not given birth.

Trump Tells ICE Agents To Be Rough With Suspected Immigrant Gang Members

President Trump on Friday encouraged authorities to rough up undocumented immigrants suspected of committing crimes as part of speech to highlight his administration's efforts to crack down on gang members and illegal immigration.

“When you see these towns and when you see these thugs being thrown into the back of a paddy wagon, you just see them thrown in, rough, I said, 'Please don't be too nice,'" Trump to cheers and applause. “Like, when you guys put somebody in the car and you're protecting their head, you know, the way you put their hand over. Like, don't hit their head and they've just killed somebody. Don't hit their head. I said, 'You can take the hand away, OK?'"

Trump made the comments while speaking in Long Island to law enforcement officials. He and his administration have been pointing to a streak of violence at the hands of MS-13 gang members as a justification for cracking down on illegal immigration — even though federal data show the link is tenuous, at best.

Trump began to focus on the transnational gang after a series of killings earlier this year in Suffolk County, Long Island. In September, two girls were found beaten to death, and in April, the badly beaten bodies of four men were also found in a wooded area, with MS-13 members being the suspected culprits.

"They have transformed peaceful parks and beautiful, quiet neighborhoods into blood-stained killing fields,” Trump said. “They're animals. We cannot tolerate, as a society, the spilling of innocent, young, wonderful, vibrant people, sons and daughters, even husbands and wives."

He also made a connection between unaccompanied minors from Central America and MS-13, saying the increase in the kids coming to the US lead to an increase in the gang's ranks.

"New arrivals came in, and they were all made recruits of each other. And they fought with each other. And then they fought outside of each other, and it got worse and worse," Trump said. "In the three years before I took office, more than 150,000 unaccompanied alien minors arrived at the border and were released all throughout our country into United States communities."

However, an analysis by the Washington Office on Latin America found that MS-13's membership makes up less than 1% of all criminally active gang members in the US and Puerto Rico. The organization also said that Attorney General Jeff Sessions' claim that MS-13 gang membership has increased to 10,000 members is the same estimate the FBI has been using since 2006.

Trump also blamed the spread of MS-13 in part to so-called sanctuary cities and “pathetic mayors” who won't allow local police to work with federal immigration officials.

"It is the policy of this administration to dismantle, decimate, and eradicate MS-13,” Trump said. "We will find you, we will arrest you, we will jail you, and we will deport you."

Charlie Gard, The British Baby At The Center Of A Major Legal Battle, Has Died

Charlie Gard — the 11-month-old terminally ill baby who was at the center of a legal battle over whether his life support should be turned off — died on Friday, the boy's parents announced, according to multiple media reports.

Earlier this week, parents Connie Yates and Chris Gard ended their months long legal campaign to take their son to the United States for experimental treatment.

In a statement carried by the Guardian newspaper, Yates said: “Our beautiful little boy has gone, we are so proud of you Charlie.”

Charlie suffered from a rare form of mitochondrial disease, which causes muscle weakness and irreversible brain damage. Doctors said Charlie was unable to see, hear, move, cry, or swallow since he was 8 weeks old.

But the boy's parents had fought against a decision by Great Ormond Street Hospital in London to turn off Charlie's life support machine, raising the money they needed for the experimental treatment in the US.

President Donald Trump and even the pope also publicly supported their case and called for more to be done to prolong the boy's life.

"If we can help little Charlie Gard, as per our friends in the UK and the Pope, we would be delighted to do so," Trump tweeted on July 3.

However, a series of judges said — based on specialist doctors' assessments — the boy had no chances of survival. And on Monday, the barrister representing the parents said they had accepted that it is "too late" for the baby.

"This is one of the hardest things that we will ever have to say and one of the hardest things they we will ever have to do, which is to let our beautiful little Charlie go," Chris Gard said earlier this week.

On Thursday, Charlie was moved transferred to a hospice, where he was taken off life support. Charlie would have turned 1 next week.

The Trump Administration Is Going After "Lowest Hanging Fruit" To Boost Deportations, Ex-ICE Director Says

The nation's former top immigration enforcement officer on Friday said that despite claims to the contrary, the Trump administration is going after undocumented immigrants who are the most easily deportable — those who voluntarily check in, most of them without criminal records — in order to boost deportation numbers.

“We are seeing daily raids, but they’re silent — mom and dads with no record are coming in for check-ins and getting deported,” John Sandweg, former acting director of US Immigration and Customs Enforcement (ICE) said. “It’s very abundantly clear that this is not about public safety, not about border security. It’s clearly about setting a record amount of deportations.”

Speaking at an event for America’s Voice Education Fund in Washington, DC, Sandweg said it’s much easier for ICE to deport immigrants who have already been ordered deported by a judge — but who have been allowed to stay in the US so long as they check in with agents, mainly for humanitarian reasons — instead of finding, arresting, and deporting someone with a conviction who would still need to go through backlogged immigration courts.

It’s very rare for people with check-ins to have criminal convictions, he added.

“Everything they’re doing is designed to avoid immigration courts,” Sandweg said. “These are the lowest hanging fruit, individuals ICE can arrest most quickly and deport in a matter of weeks.”

His comments came on the same day President Trump planned to use the violence inflicted by the transnational gang MS-13 in the US to highlight his pledge to crack down on immigration. He wants Congress to authorize hiring thousands more ICE agents and to bolster the number of immigration judges to rev up the deportation efforts.

ICE did not immediately respond to a request for comment on Sandweg's speech. But federal authorities have said in the past that they are focusing on deporting immigrants suspected of committing crimes or with criminal convictions.

However, one of Trump’s executive orders in January made nearly every one of the estimated 11 million undocumented immigrants in the US a priority for deportation. And critics say federal officials are now going after everyone, regardless of criminal record.

In the 100 days since Trump signed the executive order, the administration has boasted of the arrest of more than 41,000 immigrants suspected of living illegally in the United States. About 75% of those arrested during the 100-day period are convicted criminals, ICE said.

But the number of those arrested whose only crime is living in the US illegally has also gone up. More than half of the 683 immigrants arrested in raids shortly after Trump took office through mid-March either had no criminal convictions or had traffic violations on their records, according to federal data obtained by BuzzFeed News.

The administration is also looking into giving the Department of Homeland Security the ability to quickly deport people by expanding expedited removal. Under the proposal, first reported by the Washington Post, the agency would be able to quickly deport an undocumented immigrant apprehended anywhere in the US who can’t prove they’ve lived in the country continuously for 90 days without seeing an immigration judge.

“The only reason to pursue the expansion of expedited removal is to bypass the immigration courts…they know where the backlog is,” Sandweg said. “What we’re seeing, frankly, is a shift away from public safety where they key question is how fast can we deport an individual.”

In a statement issued after the vote, McCain said he supported replacing Obamacare, but objected to the provisions of this particular proposal and the highly partisan manner in which it was being achieved.

The skinny repeal "offered no replacement to actually reform our health care system and deliver affordable, quality health care to our citizens," McCain said.
