Obamacare Is More Unpopular Than Ever

A poll finds 53% of Americans now have an unfavorable opinion of the Affordable Care Act — the highest in the tracking survey’s four-year history.

The poll was done by the Kaiser Family Foundation and reveals that unfavorable opinions of the Affordable Care Act (ACA) were more widespread in July than at any time since April 2010. The poll also discovered that only 37% of the public actually has a favorable opinion of the law.

As has been typical for the entire history of the ACA, Democrats continued in July to have more favorable opinions than Republicans, with 62% approving. However, even among those who lean left, Obamacare lost support in July. Perhaps even more troubling for the White House, the data shows a general, if slight, trend among Democrats toward less favorable attitudes about the law.

A tropical storm warning has been issued for Barbados, Dominica, and St. Lucia as Bertha moves toward the Caribbean.

The deal was arranged by Kerry and U.N. Secretary Ban Ki-moon, who released a joint statement saying they had received confirmations from all parties on the cease-fire.


"During this time the forces on the ground will remain in place," the statement reads. "We urge all parties to act with restraint until this humanitarian cease-fire begins, and to fully abide by their commitments during the cease-fire."


The statement also said they would send delegates to Cairo for negations to reach a long-lasting truce. The talks hosted by Egypt will be indirect, since Hamas refuses to meet with anyone from Israel.


The U.N. special coordinator for the Middle East peace process Robert Serry and U.S. Mideast envoy Frank Lowenstein are headed to Egypt to help with the negotiations.


Officials said more than 1,450 Palestinians have been killed—three-quarters of them civilians—since the fighting started. Israeli deaths have mostly been soldiers with 61 killed and 3 civilians deaths.

Recently Demoted Employee Shoots CEO During Attempted Murder-Suicide In Chicago

Police said a disgruntled employee shot his boss before killing himself in the Bank of America building in Chicago.


The employee, reportedly an executive at ArrowStream who was demoted last week, then fatally shot himself.


The incident took place on 17th floor of the Bank of America Building in Chicago's financial district, police said.

American Woman Who Contracted Ebola Is "Fighting Through It," Son Says

Nancy Writebol, a North Carolina-based missionary working in Liberia, has tested positive for Ebola.

Nancy Writebol, an American hygienist employed by Serving in Mission (SIM) is in isolation at Samaritan’s Purse care center in Monrovia, Liberia.


Writebol and her husband, David, are missionaries who have been working in the region for decades, according to Today. They have been living in Monrovia since August 2013, CNN reported.

8-Year-Old Boy Killed By Gunshot In Detroit Home While Sleeping In His Bed

Jakari Pearson was shot and killed Wednesday when a bullet came through his window and struck in him in the chest while he was asleep in bed.


The slain boy was identified by family and friends to the Detroit News and Detroit Free Press as Jakari Pearson. He was sleeping when a bullet entered his room through the window and struck him in the chest. Pearson was rushed to the Children's Hospital of Michigan, where he later died.

According to the Associated Press, neighbors describe Jakari as a "good boy" who could be seen around the neighborhood a lot playing baseball with friends.


According to CBS Detroit, Pearson's mother was also shot and taken to the hospital. Her condition is unknown at this time. Neighbors told the local television station that they heard up to five shots.

On July 25, TD Bank in Canada turned its ATMs into "Automated Thanking Machines" giving some of their regular customers a life-changing surprise.

For it's #TDThanksYou surprise, the bank gave a $20 bill to every customer in more than 1,000 banks across Canada on July 25.


Four branches in Toronto, Montreal, Calgary and Vancouver set up the special Automated Thanking Machine which gave customers money, flowers and gifts.


The bank also pre-selected more than a dozen regular customers at their local branches who they knew would be "particularly delighted by a special experience," Chris Stamper, SVP Corporate Marketing atTD Bank Group, told BuzzFeed in an email. "Our local branch employees know their customers really well and often have close relationships with them. Some have been through tough times and some are just wonderfully kind and caring people."


The bank asked these customers to come in to "test out a new ATM." "They had no idea what was in store," Stamper said.

Bipartisan Bill Takes Aim At Sexual Assault On Campuses

On Wednesday, a group of eight Senators introduced legislation to confront sexual violence against college students.

A bipartisan group of eight senators, including New York's Kirsten Gillibrand and Florida's Marco Rubio, introduced on Wednesday new legislation to tackle the increasing number of reported sexual assaults on college campuses. The Campus Safety and Accountability Act is intended to protect students at colleges and universities while addressing institutional obstructions to combating sexual assault, according to a statement released by Gillibrand's office.


"Institutions of higher education across the country have been unable, or unwilling, to adequately address the problem [of rape on campus]," Gillibrand said at a press conference Wednesday morning. "The current lax oversight of the federal laws on the books has the perverse effect of incentivizing colleges to encourage non-reporting, under-reporting, and non-compliance with the already weak standards under current federal law."


The new legislation, which the Senators have been working on for months, aims to provide incentives for higher education institutions to better handle complaints of sexual assault.


Students from advocacy groups End Rape on Campus and Know Your IX, along with the president of RAINN ("Rape, Abuse and Incest National Network"), joined cosponsors Claire McCaskill (D-Mo.), Dean Heller (R-Nev.), Richard Blumenthal (D-Conn.), Chuck Grassley (R-Iowa), Kirsten Gillibrand (D-N.Y.), Kelly Ayotte (R-N.H.), Mark Warner (D-Va.), and Marco Rubio (R-Fla.) to show their support for the legislation.


The regulations include:



Minimum Training Standards for On-Campus Personnel: This legislation ensures that everyone from the Confidential Advisors, to those responsible for investigating and participating in disciplinary proceedings, will now receive specialized training to ensure they have a firm understanding of the nature of these crimes and their effect on survivors.


New Historic Transparency Requirements: For the first time, students at every university in America will be surveyed about their experience with sexual violence to get an accurate picture of this problem. This new annual survey will be standardized and anonymous, with the results published online so that parents and high school students can make an informed choice when comparing universities. The Department of Education will also be required to publish the names of all schools with pending investigations, final resolutions, and voluntary resolution agreements related to Title IX.


Campus Accountability and Coordination with Law Enforcement: All schools will now be required to use a uniform process for campus disciplinary proceedings and may no longer allow athletic departments or other subgroups to handle complaints of sexual violence for members of that subgroup alone. This legislation will require colleges and universities to enter into memoranda of understanding with all applicable local law enforcement agencies to clearly delineate responsibilities and share information so that when an assault occurs, both campus authorities and local authorities can focus on solving the crime rather than debating jurisdiction.


Enforceable Title IX Penalties and Stiffer Penalties for Clery Act Violations: Schools that don't comply with certain requirements under the bill may face a penalty of up to 1% of the institution's operating budget. Previously, the only allowable penalty was the loss of all financial aid which is not practical and has never been done. The bill increases penalties for Clery Act violations to up to $150,000 per violation from the current penalty of $35,000.



In a statement released Wednesday, the student advocacy network Know Your IX said that many of the proposals in the new legislation came from "student experience and input" and that the members of Congress who drafted the bill had "listened and valued survivors' expertise on the ground."


"While the process of turning these bills into law will of course be a lengthy one, we are heartened to see bipartisan support for impactful reforms, including mandated Department of Education transparency and real sanctions for schools violating students' civil rights," said a Know Your IX spokesperson.


"We believe that these two reforms in particular, for which we have advocated since our launch, must be central to any effort to improve campus responses to sexual violence."

Reports in the Indian media suggest that 15 of the 150 are feared dead after a hillside collapsed in the village, which is located 120km (75 miles) north of Pune in Ambegoan, Maharashtra province.

Two Incredibly Lucky Women Survive After Train Runs Over Them On Bridge

Two women are very lucky to be alive after they found themselves face-to-face with a train this month on an 80-foot-high Indiana railroad bridge with nowhere to run.


In a video released Tuesday, a security camera captured the dramatic moment a 14,000-ton Indiana Rail Road freight train came around a curve at Lake Lemon, near Bloomington, only to find two women trespassing on a railroad bridge.


As the pair come into view, the train's conductor slams on the brakes and blows the horn. The two women are seen running for their lives. As the locomotive closes in, the pair, with nowhere else to turn, each slam their bodies down on the tracks in what they must have assumed were their final moments.


"One almost trips and falls off the bridge," Eric Powell, a spokesperson for Indiana Rail Road, told WTHR-TV. "The other one, miraculously, gets down."


As the train passes over them, the engineer assumed he had just killed two people and notified the local sheriff's department. But miraculously, the women were unhurt.


"When the trains topped, the two women crawled out from under the engine, started running this way," Powell told the station. "He yelled back and asked them, 'Are you okay?' One yelled she had stubbed her toe, (but was) otherwise fine. I'm sure their nerves were as shattered as his were."


The women then fled to a nearby vehicle and left the scene.


"The consequences of trespassing on railroad-owned property are never taken seriously by those choosing to do so, and this incident at Lake Lemon is one of the most glaring examples I've seen in more than 40 years in this business," Tom Hoback, CEO of Indiana Rail Road Company, said in a statement.


"In this case, not only did two trespassers narrowly escape a horrible death, but had the heavy train derailed due to the emergency brake application – which isn't uncommon –it could have taken down the bridge, possibly killing the engineer as well, Hoback continued. "The human, environmental and financial toll would have been enormous."

A water main break in Los Angeles, near the University of California, Los Angeles, led to massive flooding Tuesday throughout the surrounding area and portions of the university's campus.

Video posted to Instagram showed water shooting out from the broken pipe and into the streets. The flooding was first reported at 6:24 p.m. ET in the 10600 block of Sunset Blvd., the Los Angeles Fire Department reported.

Justice Department Sues Pennsylvania For Sex Discrimination In Hiring Police

The Justice Department filed a lawsuit Tuesday alleging the state police had practiced gender discrimination in their hiring practices since 2003.

In a lawsuit filed Tuesday, the U.S. Department of Justice alleges Pennsylvania state police violated Title XII of the Civil Rights Act of 1964, which prohibits gender discrimination in work, by using a physical fitness test that disadvantaged females in employment opportunities since 2003.


The Justice Department asserts that the physical fitness tests used to hire entry-level troopers required skills that are not used on the job, and resulted in a disproportionate number of females being disqualified in the hiring process.


"The Department of Justice is deeply committed to eliminating artificial barriers that keep qualified women out of public safety work," said Jocelyn Samuels, Acting Assistant Attorney General for the Civil Rights Division, in a statement. "The Justice Department will continue to challenge discriminatory hiring practices that unnecessarily exclude qualified applicants on account of sex."


From 2003 to 2008, Pennsylvania used a physical fitness test that required five elements: a 300-meter run, sit-ups, push-ups, a vertical jump, and a 1.5-mile run. Approximately 94% of men passed this test, while only 71% of women passed. The difference is statistically significant, the lawsuit states. In 2009, the state added new components to the test. Men passed this test at a rate of 98%, while women only passed at a rate of 72%. This is also statistically significant, the lawsuit says.


If women had passed the test at the same rate as men, then approximately 119 additional women would have been eligible for consideration for hire, which would have lead to approximately 45 female state troopers, the Justice Department asserts.


The lawsuit asks for Pennsylvania to stop using this physical fitness test and develop hiring practices consistent with Title XII. It also demands make-whole relief, which includes hiring women, retroactive seniority, and backpay for women who suffered damages.

On Tuesday afternoon a federal appeals court ruled that a law to close Mississippi's only abortion clinic is unconstitutional.


A three-person panel of the 5th U.S. Circuit Court of Appeals judged 2-1 on the 2012 state law, the Associated Press reports. The law would have required physicians at the Jackson Women's Health Organization to obtain admitting privileges at a nearby hospital — a nearly impossible feat, according to the clinic.


"We applied to every hospital — eight to 10 of them," Diane Derzis, the owner of the clinic said during a hearing in April. "The Catholic hospital turned us down immediately. The rest took a while, but turned us down without looking at the physicians. They put in writing that they were unable to handle the public press from this; they were upfront about it. It's clear the politics prevailed with this whole thing."


Mississippi Gov. Phil Bryant has said before that he wants to "make Mississippi abortion-free."


In court, attorneys for Mississippi argued that if the Jackson Women's Health Organization clinic were to shut down, women could simply travel to other states for abortions.


The two judges did not deem that solution adequate.


"Pre-viability, a woman has the constitutional right to end her pregnancy by abortion. H.B. 1390 effectively extinguishes that right within Mississippi's borders," wrote judges E. Grady Jolly of Mississippi and Stephan A. Higginson of Louisiana.
