Wreck Of Missing El Faro Ship Spotted In The Atlantic

The wreckage of what is believed to be the missing El Faro cargo ship has ben found about 15,000 feet under the sea, authorities said Saturday.

The cargo ship and its crew of 33 went missing Oct. 1 in the Atlantic, as Hurricane Joaquin came barreling through the region. Twenty-eight of the crew members were American. Five were Polish.

On Saturday, the National Transportation Safety Board announced that sonar equipment aboard a search ship detected what is believed to be remnants of the ship.

Federal investigators said earlier this month the ship is believed to have been about 20 miles from the eye of the hurricane when it last made contact.

Searchers are expected to use a remotely operated, deep ocean vehicle to confirm the wreck is from El Faro, NTSB officials said in a statement. The wreck, however, appears to be consistent with a 790-foot cargo ship, like El Faro.

The ship that located the wreck, Apache, left Virginia on October 19 to begin searching for the lost vessel.

Officials said the wreck was found close to where the ship lost contact.

If the ship is El Faro, the crew on board of Apache is equipped with video recording equipment to begin documenting the wreck. It will also attempt to recover the voyage data recorder, which is being sought by investigators to determine how the ship sank.

Only one body from the crew has been recovered so far.

Four Killed In Colorado Shooting Spree

Four people, including a suspected gunman who shot at several people on the street, were killed Saturday in Colorado Springs.

The suspect, who has not been identified, fired multiple rounds at officers with the Colorado Springs Police Department before officers returned fire, according to a statement released by the department.

The deadly shooting spree was first reported along the 200 block of North Prospect Street, officials said, where police were called about shots being fired along the residential street.

Officers responded to the area but found the suspect about half a mile away from the original call, according to the statement.

Witnesses told KKTV they saw a man on a shooting rampage just minutes before police arrived. The man reportedly was holding what appeared to be an AR-15 rifle and shooting at what seemed to be random people on the street.

Matt Abshire told the Colorado Springs Gazette he was watching from his apartment when he saw a man shoot another man with a rifle. Abshire followed the gunman on the street while calling police. He also heard more gunshots that appeared to have hit two women.

"She was dead," he told the paper.

When officers arrived, the man ran to a nearby Wendy's where another shooting ensued.

"The suspect fired multiple shots at the officers," the statement read. "The crime scene investigation covers multiple city blocks."

Officials have not identified any of three victims or the suspected shooter.

The officers involved in the shooting have not been identified. They were placed on administrative leave, officials said.

The shooting will be investigated by the El Paso County Sheriff's Office.

Bark Beetles Kill Millions Of Trees In California, Prompting State Of Emergency

“Epidemic infestations” of bark beetles have killed an estimated 22 million trees in the Golden State so far, and it could get worse.

On Friday, Gov. Jerry Brown declared a state of emergency over "epidemic infestations" of bark beetles.

The beetles kill the trees, which makes everything from erosion to wildfires worse. Californians even face "safety risks" from falling trees, the governor's office warned.

In a letter to the Department of Agriculture, Brown adds that the state is "facing the worst epidemic of tree mortality in modern history."

The insect is native to the western U.S. and feeds on various kinds of trees. Under normal conditions — i.e. when there is plenty of water — the beetles play a natural role in renewing the forest, with tree sap protecting trees from excessive die-offs.

"Essentially, that's their flu shot against the bark beetles," Bill Patzert, a climatologist at NASA's Jet Propulsion Laboratory, told BuzzFeed News.

But in recent years, rising temperatures and prolonged drought have driven the water table down, which has hurt the ability of trees to make sap.

"The sap tap gets turned off," Patzert said. "So then the bark beetles start invading."

Over time, the result is vast swaths of dying trees and conditions that Patzert described as "a bark beetle piñata."

15 Women Forced Into Prostitution Rescued From Sex Trafficking Ring

Authorities have rescued 15 immigrants who were forced or tricked into sex work by an organization that trafficked women throughout in southeastern United States.

Law enforcement officials said Friday they arrested 29 people who were part of a loosely affiliated organization that moved women from Latin American throughout the country.

The victims, at least one of them a minor, were rescued from brothels and residences on Thursday, according to the U.S. Attorney’s Office.

“Sometimes the trafficking victims are kidnapped and forced into sexual servitude through violence,” U.S. Attorney Michael Moore said in a statement. “Other times the victims are lured with the promise of a better life, and then held hostage by predators who literally financially imprison them or intimidate them with threats of harm or shame to them or their families.”

“Operation Safe Haven” was spearheaded by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

According to the five-count indictment filed in the U.S. District Court for the Middle District of Georgia a minor identified only as "F.L." was forced to work at a Mississippi brothel in 2010 and 2011. There she was expected to have sex with 30 customers on weekdays and 70 customers on weekends.

Every week, F.L. was exchanged from the hands of one of the defendants to another before being sent to work at another brothel throughout the South, the indictment said.

Another woman, "A.M.," was allegedly lured into crossing illegally into the United States with the promises of a waitressing job by George “Chemo” Alvarado. Once A.M. arrived in Georgia and later Mississippi, Alvarado told her she had to work as a prostitute to pay back her smuggling fee.

The indictment charges 38 people with conspiracy to transport a person in interstate commerce for prostitution — 29 were arrested Thursday while nine others remain at large. Three of them have been charged with promoting the prostitution. They face up to five years and a $250,000 fine.

Six of the 38 were also charged with conspiracy to participate in the sex trafficking of a minor. They face up to life imprisonment and a $250,000 fine.

The women are receiving medical treatment, assistance and shelter while the criminal proceedings move forward, the U.S. Attorney’s Office said. The women may qualify for a T-visa, given to victims of human trafficking who have complied with reasonable requests for assistance in investigations and prosecutions, the agency said.

“This investigation identified women victimized through fraud, force and coercion, including underage teens,” said ICE Special Agent in Charge Nick S. Annan. “To the criminals behind these illegal enterprises, these women are just pieces of meat used to pull a quick profit and then discarded or passed on to the next trafficker down the line.”

At Least 26 Dead After Explosion Rocks Romanian Nightclub

At least 26 people were killed in a blast at a nightclub in Bucharest, Romania, on Friday, with more than 150 others injured, the Deputy Interior Minister announced.

The explosion occurred at the Romanian capital where a rock concert was taking place, Deputy Interior Minister Raed Arafat told Reuters.

About 400 people were expected to attend the show at Colectiv.

Details of the explosion were still being reported by local media, but some local outlets reported fireworks were to be used in the show.

At least 150 people were reportedly injured in the blast, and there were reports some were injured as attendees tried to run out of the venue.

Local outlets reported some nearby hospitals were running out of room and using lounges and hallways to hold the injured.

Driver's Body Is Flung Onto Overhead Freeway Sign In Deadly High-Speed Crash

A rollover crash on a Los Angeles freeway Friday ejected the driver from his car, leaving his body a traffic sign more than 20 feet above ground. The driver, identified as 20-year-old Richard Pananian of Burbank, was pronounced dead at the scene. He is not believed to have been wearing a seatbelt.

Emergency officials who responded to the fatal crash had to block two lanes along Interstate 5 for three hours so firefighters could climb up to the sign and remove the body.

The gruesome crash happened Friday morning, shortly after someone reported a vehicle driving erratically and at a high rate of speed in the area, California Highway Patrol Officer Chad Guin told BuzzFeed News.

Witnesses saw Pananian passing vehicles on the right lane, but at some point hit the back of a truck, causing him to lose control of his 2004 Ford Fiesta, Guin said.

"The Ford Fiesta veered to the right, out of control and overturned several times," Guin said.

As the car continued to rollover into an embankment, other drivers reported seeing Pananian's body being thrown from the car and into the sign.

CHP officers used a ladder to cover the body with a sheet on the sign, before firefighters were able to remove it, the Associated Press reported.

The car came to a stop below the sign.

Guin told BuzzFeed News crash victims are sometimes thrown from vehicles due to the force of the collision or the car rolling over.

None of the officers in his office, however, can remember an instance where a victim was thrown into an overhead freeway sign.

States Of Disaster Declared As Severe Storm Pounds Central Texas

One possible tornado touched down in Floresville, Texas, the Associated Press reported, launching a large trailer from a nearby RV park onto the roof of a three-story hotel and causing some minor injuries.

At Austin-Bergstrom International Airport, nearly 14 inches of rain fell Friday, flooding the air traffic control tower with a half-foot of water, and forcing the closure of the airport.

In Travis County, The Austin Statesman reported a man was swept away from his car by the rushing waters. Authorities have been unable to locate him.

No deaths have been reported, but the heavy rains have caused major flooding and overflowed rivers in the area including the Blanco and Guadalupe River.

The damage caused by the storm prompted several officials to declare a local state of disaster, and evacuate some of the areas hardest hit by the torrential rains.

New Braunfels made the declaration when the Comal and Guadalupe rivers passed flood stage, and Comal County declared a state of disaster after roads became impassible by flooding and debris.

In San Marcos, local authorities were telling residents to boil water before drinking.

The Last Sumatran Rhino In The Western Hemisphere Is Leaving The U.S.

The last Sumatran rhino in the Western Hemisphere is leaving the U.S. for Indonesia, where he will play a major role in a captive breeding program for the critically-endangered species.

Harapan — a 1,800-pound, 8-year-old male — will make his 10,000-mile trip from the Cincinnati Zoo to a breeding facility in the Way Kambas National Park of Indonesia. The journey will require the rare rhino to travel by air, land, and sea over the course of 50 hours.

The unusual move for such a large and rare animal also requires special training, multiple permits, and coordination between governments.

An estimated 100 of Harapan’s species remain in the world, with just nine kept in captivity. The Cincinnati Zoo's 25-year breeding program has yielded three rhino calves.

"Despite the great personal sadness so many of us feel — both about Harapan leaving and Cincinnati Zoo’s Sumatran rhino breeding program coming to an end — we need to focus on all we have accomplished, for there is much to celebrate," Terri Roth, director of the zoo’s Center for Conservation & Research of Endangered Wildlife, said at a news conference. "The Cincinnati Zoo has had a profound, historic impact on the effort to save this species."

Commonly referred to as "hairy rhinos," the descendants of the Ice Age wooly rhinoceros are born with a dense covering that turns reddish brown in young adults and eventually black and sparse.

Adults can reach up to roughly 2,000 pounds, but remain relatively stout, growing just 3 to 5 feet tall.

According to the World Wildlife Fund, Sumatran rhino once roamed as far away as the Eastern Himalayas in Bhutan and eastern India, through Myanmar, Thailand, and possibly to Vietnam and China. Two subspecies, the western Sumatran and eastern Sumatran, cling for survival on the islands of Sumatra and Borneo.

A third subspecies is believed to be extinct.

Harapan is the only Sumatran rhino living outside Southeast Asia, according to the Cincinnati Zoo. Now sexually mature, Harapan will have a shot at propagating his nearly extinct species.

"Though the numbers are frighteningly low, Sumatran rhinos still exist in the forests of Sumatra, we believe there is still time to save them and we are by no means giving up that fight now," Roth said in a statement. "Ultimately, the responsibility for saving this magnificent species now lies squarely on the shoulders of our Indonesian colleagues."

An exact date for Harapan’s departure has not been set, but zoo officials are pushing for sometime in the fall.

Polish Judge Refuses To Extradite Roman Polanski Over 1977 Statutory Rape Case

A Polish judge on Friday ruled against extraditing Roman Polanski to Los Angeles, where he pleaded guilty in 1977 to having sex with a minor.

In making his decision, Polish Judge Dariusz Mazur said the extradition would be difficult and unsuitable for an elderly person like Polanski, who is 83.

Mazur announced from the bench that his court decided the extradition would involve “unlawful confinement,” and put the famous filmmaker “in most likely difficult conditions, not suitable for an elderly persons."

He also added that the punishment had lost its potential punitive character for extradition on a 40-year-old case. Polanski, who has American and French citizenship, was not in court for the ruling.

Polanski pleaded guilty to one count of statutory rape for assaulting then 13-year-old Samantha Geimer in 1977, but he was never formally sentenced. After spending more than a month in a state prison for psychological evaluation, he fled to Europe.

Speaking to reporters in Krakow after the ruling Friday, Polanski said, "I can breathe now with relief."

"I pleaded guilty. I went to prison. I have done my penalty," the Oscar-winning director said, according to the Associated Press. "The case is closed."

Polish prosecutors have seven days to decide if they want to appeal the court's decision.

Polanski also successfully won an extradition attempt in Switzerland in 2010.

Jane Robison, a spokeswoman for the Los Angeles County district attorney’s office, told BuzzFeed News that “our position on this matter remains the same” and declined to comment further.

Polanski’s attorneys filed motions last year to have the charges against their client dismissed — alleging “serious misconduct” — and also demanded an evidentiary hearing.

If they were smart, they'd stop trying to bring him back. If they ever do, the truth about the corruption in the DA's office and Court will finally be known.

Police Have Arrested A Suspect In Connection To Fires At Several St. Louis Black Churches

A suspect has been arrested in connection to the seven cases of suspected arson at churches throughout the St. Louis, Missouri region, a spokesperson for the St. Louis Police Department confirmed to BuzzFeed News.

A 35-year-old black man was taken into custody on Friday, the spokesperson said. A search warrant has not been issued.

According to the Associated Press, five of the seven houses of worship were predominantly black churches. One was described as “racially-mixed,” and one appears to have a majority white attendance.

The first incident took place at Bethel Nondenominational Church in Jennings, Missouri. The second, also in Jennings, happened two days later at New Northside Missionary Baptist Church.

The next four fires — at St. Augustine Catholic Church, the New Testament Church of Christ, New Life Missionary Baptist Church, and Ebenezer Lutheran Church — occurred the following Wednesday, Thursday, Saturday, and Sunday, respectively.

According to the St. Louis Post-Dispatch, investigators are expected to seek criminal charges against the suspect later today.

SXSW Reinstates Online Harassment Panel After Criticism

South by Southwest director Hugh Forrest said Friday he "made a mistake" in canceling two panels on gaming and online harassment amid threats — a decision that drew criticism — and said he is reinstating an all-day panel on the topic.

“Earlier this week we made a mistake,” said Forrest said in a blog post published Friday.

Several media companies — including BuzzFeed and Vox — said they would not participate unless the panels retuned. "

The resulting feedback from the individuals involved and the community-at-large resonated loud and clear,” he said. “While we made the decision in the interest of safety for all of our attendees, cancelling sessions was not an appropriate response.”

“By canceling two sessions we sent an unintended message that SXSW not only tolerates online harassment but condones it, and for that we are truly sorry,” he wrote.

Scheduled for Saturday March 12, the “Online Harassment Summit” will feature participants from the two previously planned panels, including Katherine Cross and Carolien Sinders from “Level Up: Overcoming Harassment in Games.”

The summit will include Randi Harper, Katherine Cross and Caroline Sinders from “Level Up: Overcoming Harassment in Games,” as well as Perry Jones, Mercedes Carrera, and Lynn Walsh from “SavePoint: A Discussion on the Gaming Community.” We are working with both groups to develop the most productive focus for their appearances.

More Police Unions Calling For Boycott Of Quentin Tarantino's Films

Police unions in Los Angeles, Philadelphia and New Jersey joined New York City's in calling for a boycott of Quentin Tarantino's movies after the Oscar-winning director referred to police officers as murderers during an anti-police brutality protest in New York on Oct. 24.

Before hundreds of protesters who were part of the Rise Up October demonstration to stop "police terror," Tarantino said, "I am here because I am a human being with a conscience. And when I see murder, I cannot stand by and I have to call the murdered the murdered and the murderers the murderers."

The Django Unchained director's comments at the rally came four days after an NYPD officer, Randolph Holder, was fatally shot in the head while chasing a suspect.

Calling Tarantino a "cop-hater," the Patrolmen's Benevolent Association (PBA), New York City's police union, called for a boycott of the director's movies. Tarantino's new movie, The Hateful Eight, is releasing on Christmas Day.

"It's no surprise that someone who makes a living glorifying crime and violence is a cop-hater, too," PBA president Pat Lynch said in a statement. "New Yorkers need to send a message to this purveyor of degeneracy that he has no business coming to our city to peddle his slanderous 'Cop Fiction.'"

The PBA's call for a boycott was supported by the Los Angeles Police Protective League, which described Tarantino's comments about the police as "inflammatory and hateful rhetoric."

"Film director Quentin Tarantino took irresponsibility to a new and completely unacceptable level this past weekend by referring to police as murderers during an anti-police march in New York," the LA union said in a statement. "Hateful rhetoric dehumanizes police and encourages attacks on us."

The Philadelphia Fraternal Order of Police also voted to boycott his films, saying, "Mr. Tarantino has made a good living through his films, projecting into society at large violence and respect for criminals; he it turns out also hates cops."

The three unions were then joined by the New Jersey State PBA which issued a statement saying, "Quentin Tarantino needs to understand that as a public figure his voice is one that people listen to...This is not a movie, this is real life where police officers lives are impacted by his words.”

On Friday, the director's father, Tony Tarantino, criticized his son's comments about the police, saying he was "dead wrong" in calling police officers murderers.

In a statement released by the PBA, Tony Tarantino said, "I love my son and have great respect for him as an artist but he is dead wrong in calling police officers, particularly in New York City where I grew up, murderers."

He said his son took part in the anti-cop protests because he was "blinded" from reality and facts by his "passion."

"I wish he would take a hard, dispassionate look at the facts before jumping to conclusions and making these kinds of hurtful mistakes that dishonor an honorable profession," Tony Tarantino said, adding that they had several family members who had served in the NYPD and LAPD. "Cops are not murderers, they are heroes."

Tony Tarantino's representative told BuzzFeed News that he did not support his son's words and actions "in any shape or form." She did not comment on whether he supported the boycott on his films, but added that Tony Tarantino had two upcoming movies which showed law enforcement "in a very good light."

Carl Dix, co-initiator of Rise Up October, called the police threats against Tarantino "a mafia-style protection racket."

"Only the payoff being demanded is toeing a political line, not cash. 'Don't dare criticize police who kill people, or we'll make it impossible for you to work in our towns,'" Dix said adding, "We will have Tarantino's back!"

A representative for Tarantino did not immediately respond to BuzzFeed News's request for comment.

High School Football Coach Suspended For Refusing To Stop Praying

A Washington assistant football coach was suspended Wednesday after refusing to obey the school’s district order to stop holding prayer sessions after games.

A Seattle-area high school coach has been suspended for refusing to stop praying on the field with his players even though the school district asked him to stop doing so last month.

Bremerton High School assistant coach Joe Kennedy, 46, said the prayer sessions are not forced and students choose to join on their own accord, KIRO 7 reported. He was placed on leave Wednesday, a day before the school's final football game of the season.

The Bremerton School District said in a statement that Kennedy could not resume coaching until he agreed to stop prayer sessions.

"While the District appreciates Kennedy's many positive contributions to the BHS football program, and therefore regrets the necessity of this action," the district's statement said, "Kennedy's conduct poses a genuine risk that the District will be liable for violating the federal and state constitutional rights of students or others."

The school district asked Kennedy to stop praying on the field in September, saying that his prayers could be ruled as a violation of the First Amendment's Establishment Clause, according to the statement. The Establishment Clause prohibits government action that favors one religion over another.

Kennedy — who was hired by the school in 2008 and has been praying after games ever since — initially said he would obey the order, CNN reported.

However, Kennedy prayed again at the 50-yard line after the homecoming game on Oct. 16. After the most recent prayer session, the school district said it was forced to suspend the coach until he stopped praying after games.

Kennedy is now represented by the Liberty Institute, a Texas-based religious freedom law group, which has argued that the prayers are legal, according to the Seattle Times.

The Liberty Institute said it would sue the district on Kennedy's behalf, arguing the suspension was a violation of Title VII of the Civil Rights Act, which prohibits employers from discriminating based on religion as well as other protected categories, CNN reported.

The district said in its statement that it has offered Kennedy a private location to use as a prayer box after games, like in the stadium press box. Kennedy declined, according to the district's statement.

During the homecoming prayer session, Kennedy was met with an outpouring of support as both his own players and those from the opposing team surrounded him, KIRO 7 reported.

A Teenage Girl In Oregon Caught Bubonic Plague On A Hunting Trip

A teenage girl in Oregon is recovering from the bubonic plague after she was bitten by an infected flea during a hunting trip, officials said Thursday.

The girl became sick on Oct. 21 and was hospitalized on Saturday, according to the Oregon Health Authority. She remains in intensive care at a hospital in Bend.

Health authorities believe she got the disease from a flea while she was on a hunting trip near the town of Heppner in eastern Oregon. No one else has become sick, and authorities said it's only the eighth diagnosis of plague in the state since 1995.

The plague bacteria is carried by squirrels, chipmunks, and other wild rodents. When they die from the disease, their infected fleas live on and can pass the disease to humans. In the Middle Ages, the plague — or Black Death — is estimated to have killed 75 million people.

With modern antibiotics and early detection, plague deaths are now rare, health officials said. Still, authorities recommend against touching sick or dead rodents, or feeding chipmunks and squirrels.

"Many people think of the plague as a disease of the past, but it's still very much present in our environment, particularly among wildlife,” Emilio DeBess, state public health veterinarian, said in a statement. “Fortunately, plague remains a rare disease, but people need to take appropriate precautions with wildlife and their pets to keep it that way."

In the U.S., about seven people get the plague every year, according to the Centers for Disease Control. The death rate is about 8 to 10% of cases, according to the World Health Organization, though the rate may be higher in places where the disease is regularly found.

Rare Baby Dinosaur Fossil Airlifted Out Of New Mexico Wilderness

The unusual manner of travel capped a yearslong effort to retrieve the first baby Pentaceratops skeleton ever unearthed.

The first-ever discovered skeleton of a baby Pentaceratops — a rhino-like plant-eating dinosaur that roamed the Plains some 70 million years ago — hitched an unusual ride out of the New Mexico wilderness Thursday.

After years of arduous digging and a fair amount of paperwork, the plaster-covered skull and skeleton of the baby Pentaceratops took to the air, carried by a National Guard Blackhawk helicopter to a waiting cargo truck.

Paleontologists with the New Mexico Museum of Natural History and Science, which received the fossils Thursday, made the discovery during a trek through the Bisti Wilderness in 2011.

Fewer than 10 adult Pentaceratops skulls have been unearthed in the past century, so the discovery of the nearly intact baby skeleton was greeted with even more excitement.

Secret Cell Site Simulators Used By Police Can Intercept Calls, Bug Phones

Secretive surveillance devices used by law enforcement to track cell phones can also intercept conversations and possibly turn phones into a "bug" without the target being made aware, according to new documents obtained by the American Civil Liberties Union.

The documents confirm a long-held suspicion by civil liberty groups and privacy advocates about cell-site simulators, which law enforcement agencies have fought to keep out of the public eye.

Known as Stingrays, Triggerfish, Wolfpack Gossamer and other names, the devices have been used by law enforcement for years as a tool to secretly track the location of mobile phones. The devices work by acting like cell towers and tricking nearby mobile phones to connect to them, revealing device information and location.

Documents turned over to the ACLU of Northern California under a Freedom of Information Act lawsuit Wednesday, however, revealed that the devices can also be used to eavesdrop on the conversations transmitted by cell phones and captured by the Stingray's electronic net.

"It may also be possible to flash the firmware of a cell phone so that you can intercept conversations using a suspect's cell phone as the bug," one of the documents from the Justice Department reads. "You don't even have to have possession of the phone to modify it, the 'firmware' is modified wirelessly."

The documents were released as part of a records request lawsuit filed by the ACLU against the DOJ two years ago.

"We've long been concerned that the government has not been up front with courts about the intrusive nature of these devices," Linda Lye, a senior staff attorney with the ACLU said in a statement.

The records released by the Department of Justice reveal some of the guidelines and procedures previously used by federal law enforcement agencies for Stingrays. For example, the documents show that when law enforcement was looking to identify the cell phone of a known suspect, DOJ required that the cell site simulator be used in at least three or four different locations, at different times, to identity the cell phone.

Under the previous guidelines, federal agents were required to get a court order showing the information was relevant to investigation. The new guidelines require a warrant, raising the bar and requiring investigators to show probable cause and specify what information they’re looking for.

A week before the documents were released, Homeland Security publicly announced a new policy for the secretive devices, requiring its law enforcement agencies to obtain a warrant before their use. The Department of Justice adopted a similar policy in September.

But the two new policies focused on the device's ability to locate cell phones, and skirted the Stingray's capacity to eavesdrop on actual conversations taking place on cell phones.

A previous memo sent out by the Department of Justice's Office of Enforcement Operations in 2012 states that not only could Stingrays allow authorities to listen in to conversations, but referenced how those "interceptions" could be authorized.

"Cell site simulators/triggerfish and similar devices may be capable of intercepting the contents of communications and, therefore, such devices must be configured to disable the interception function, unless interceptions have been authorized," it said.

It's unclear if, or how many times, the devices have been used to do so.

The documents also leave questions as to whether the devices used by local police departments, who have been purchasing the equipment in the last couple of years, had similar capacities.

The purchase of Stingrays from Harris Corporation in Florida must be approved by the FBI in advance and require local police to sign a non-disclosure agreement not to reveal details about the device in public or in court.

Documents also suggest local law enforcement might have been purchasing a different version of the Stingray. Officials declined to discuss the capability of their devices with BuzzFeed News.

When the Anaheim Police Department in California sought to buy a Stingray in 2011, for example, the FBI approved a "state-and-local version of the Stingray product with the restricted software," according to documents obtained by BuzzFeed News.

Whether local departments also had the ability to listen in on the phone calls is not clear.

The Los Angeles County Sheriff's Department used the device more than 100 times in 2013 and again in 2014, but declined in records request to reveal how or when the device was used.

Plane Catches Fire On Runway At Florida Airport, Injuring 15 People

At least 15 people were injured Thursday after a passenger plane's engine caught fire on a runway at Fort Lauderdale-Hollywood International Airport in Florida.

The Dynamic Airways Boeing 767 was carrying 110 passengers when the left engine caught fire as it taxied for takeoff to Caracas, Venezuela.

One person was seriously burned, two had less serious burns, and the remaining 12 were "walking wounded" – suffering from bruises and other minor injuries, Broward County Sheriff's spokesman Mike Jachles said.

Teams from the sheriff's office arrived within two minutes of the first 911 call at 12:34 p.m., Jachles told reporters. The evacuation was already in progress, and everyone was off the plane by 12:36 p.m.


Firefighters sprayed the plane with chemical foam, and it appears the fire began in the plane's engine, Jachles said. Emergency responders were still evaluating some of the plane's occupants, but 15 people had been transported to the hospital.

Luckily, Jachles said, the sheriff's office had trained for plane fires and first responders were within a mile of the airport when the emergency took place. The outcome could have been worse, he said.

"We had an effective response, a quick response, and I think that's reflected by the results we see," he said.

A team from the National Transportation Safety Board was en route to investigate the fire. The airport reopened around 3 p.m. after officials inspected runways and equipment for any potential damage.

Shotguns Used To Deflate Runaway Military Blimp After It Crashed

State troopers in Pennsylvania on Thursday were using shotguns to shoot and deflate the giant military blimp that came to rest in a grove of trees after floating unmanned for four hours.

The giant helium-filled JLENS aerostat somehow came untethered at about 12:20 p.m. ET Wednesday at the Edgewood Area of Aberdeen Proving Grounds in Maryland and ascended from 6,600 feet to 16,000 feet prior to deflating and beginning its slow return to ground near Williamsport, Pennsylvania.

Extremely sensitive electronics and radar equipment have been removed from the blimp, but authorities said it could take days, or even weeks, to remove the wreckage, which is comprised mostly of two large pieces.

State troopers were using shotguns to shoot the blimp's skin Thursday in attempt to further deflate the massive aircraft so crews could begin the heavy removal process. The terrain, however, was not expected to make things easier.

"The terrain is extremely steep," U.S. Army Captain Matthew Villa told the Associated Press. "It's rocky, slippery, leaves, in fact there's a stream going through the site as well."

In a statement Thursday, NORAD said the Pennsylvania National Guard was working with local authorities to secure the area while crews negotiated "rugged, wooded" terrain.

Meanwhile, an investigation into how the 243-foot-long blimp — technically called an aerostat airship — became untethered at the Maryland military base. Michael Kucharek, a spokesman for NORAD, told BuzzFeed News that the breakaway was unprecedented.

The aerostat is referred to as a JLENS aircraft, short for Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System, which can be used as part of a missile defense system.

Two F-16 fighter jets were scrambled to tail the blimp after it became untethered, and as it deflated and gradually descended, its long, heavy moorings started to drag on the ground, snapping power lines and causing widespread outages.

The blimp covered about 150 miles in just under four hours, creating bizarre and eerie scenes as it floated silently over rural towns.

Shooting the blimp down had been considered a last resort as officials watched anxiously for it to descend without hitting structures, or worse, anyone on the ground. The FAA also cleared the surrounding airspace to prevent any collisions in the air.

It eventually came down near Muncy, a town about 80 miles north of the state capital, Harrisburg.

Officer Who Arrested “Django Unchained” Actress Reportedly Violated Ethics Rules

A Los Angeles Police Department sergeant who handcuffed and detained a “Django Unchained” actress last year, is accused of violating city ethics rules for leaking audio of the arrest to media, according to the Los Angeles Times.

The now retired Sgt. Jim Parker is reportedly accused of disclosing confidential information without authorization to “create a private advantage of himself,” according to the LA Times.

Last year, actress Daniele Watts and her partner, chef Brian Lucas were arrested apparently for kissing in their car. Audio from the LAPD obtained by TMZ at the time suggests Parker was responding to a report of a couple having sex in a car parked near a Studio City talent agency.

Lucas told BuzzFeed News in September 2014 that the couple was only kissing in the car – not having sex.

The incident made national headlines after the couple complained in a Facebook post that the police officers thought the couple was engaging in prostitution because of their race. Watts is black and Lucas is white.

In the audio recording of the incident, Parker asked Watts for identification but she refused, walked away, and yelled, “It’s my right to sit on the fucking street corner and make out with my boyfriend!”

A LAPD spokesperson told BuzzFeed News last year that due to the media attention the arrest gained, the department opened an internal investigation, “just to make sure our officer did everything they’re supposed to do.”

According to the LA Times, Parker faces a fine of up to $10,000 for the alleged ethics violations.

Requests for comment from the Los Angeles Ethics Commission, which enforces rules related to campaign finance, lobbying, and government ethics, were not immediately answered.

Tillman, The Famous Skateboarding Bulldog, Has Died

Guinness World Record holder and beloved canine celebrity Tillman died of heart problems Wednesday night in his home state of California.

The dog's owner, Ron Davis, said Tillman experienced an irregular heartbeat over the summer and developed a heart muscle disease, the Ventura County Star reported. He was pronounced dead en route to a local pet hospital after showing signs of discomfort.

The English Bulldog was born in 2005 and rose to fame when his owner posted a YouTube video of his skateboarding talents in 2007. In 2009 Tilly broke the record for "fastest 100 m on a skateboard by a dog."

Tillman, also nicknamed Tilly and Pot Roast, made numerous television and internet appearances throughout his prolific career, gaining international recognition as one of the stars of Who Let The Dogs Out, presented by Petco on the Hallmark Channel, and a stint in an iPhone commercial.

Recording Of Jared Fogle Talking About Luring Children To Air On “Dr. Phil”

Secret recordings of conversations between former Subway pitchman Jared Fogle and an FBI informant, in which he details his attraction to minors and his strategy of sexually manipulating them, will be aired on “Dr. Phil” Thursday and Friday in a two-part installment, according to CBS News.

Rochelle Herman-Walrond, the woman who posed as Fogle’s friend in order to obtain information for federal investigators, will appear on the show and provide additional details about her talks with him.

In one portion of the recording, Fogle is heard describing to Herman-Walrond his interest in children, and how he selects them.

"I like all ages. That's the thing I mean," Fogle says, adding that it depends “who is ready for what. You know, who's going to give you the glance."

He continued to outline his process of coercing minors to have sex with him in the recording.

"We just start sharing stories, and then, you know, we get a little closer, and a little closer, and a little closer, and before you know it, it just starts to happen," he told Herman-Walrond.

He claimed it was not hard “at all.”

In her on-air interview with Dr. Phil Degraw, Herman-Walrond opens up about the emotional impact of her interactions with Fogle.

"I felt like I was so dirty," she tells Dr. Phil. "My soul was dirty."

She added that at one point, Fogle went so far as to suggest an interest in videotaping her own two children.

In the recording, he asks her, "What if we, what if we put a camera in your kids' room, would they be okay with that? Would you rather have it in your son or your daughter's room? Which one do you think would be better?"

Fogle is currently awaiting sentencing after agreeing to accept a plea deal for charges of sex with minors and distributing child pornography. He is expected to pay $1.4 million in restitution to the 14 people he victimized.

Last month, Subway announced that a "serious" complaint about Fogle had been improperly addressed.

A Subway spokesperson told BuzzFeed News in a statement that the company "felt duped and betrayed – and most of all, angry at the harm Mr. Fogle has caused to these children and their families. Our sympathies go out to all of them.”

New Hampshire Prep School Graduate Owen Labrie To Be Sentenced

Two months after being found guilty of three charges of misdemeanor sexual assault and one felony charge, Owen Labrie, the New Hampshire prep school graduate, will appear in court Thursday for sentencing.

In August, Labrie, 20, stood trial for allegedly luring a freshman student to the top of a math and science building at the elite St. Paul’s School in May 2014 and raping her. The incident happened during a decades-long tradition St. Paul’s known as the “senior salute,” whereby male and female students invite underclassmen out on dates.

The teen was found not guilty of the three most serious sexual assault charges – all felonies – filed against him by the 15-year-old girl who accused him of rape.

However, Labrie was found guilty of a felony count of using “computer services” — namely, emails and Facebook messages — to lure the girl, who was under 16, the age of consent, into a sexual assault. This felony conviction could mean that Labrie will have to be on the state’s sex offender registry for life. The charge also carries a possible sentence of three and half to seven years in jail.

He was also found guilty of three charges of misdemeanor sexual assault, one misdemeanor charge of using a computer to endanger a child, and one misdemeanor charge of endangering the welfare of a child. The misdemeanor sexual assault charges could carry a year in prison.

In a sentencing motion, his attorney, J.W. Carney, recommended probation and community for service for his client, saying, “his punishment to date has been enormous.”

Carney maintained that the felony charge of using a computer to contact the girl should not be applied to a situation like this. He appealed, but a trial judge upheld the original conviction.

“If he had merely called the 15-year-old on the telephone or spoken to her in person, there would be no additional crime,” Carney said, according to the Associated Press. “Yet because he prearranged the encounter through email and Facebook, he will be subjected to the scrutiny and humiliation of sex offender registration for the rest of his life.”

The two-week trial called the “senior salute” tradition at the school — which boasts Pulitzer Prize winners, U.S. Ambassadors, and Secretary of State John Kerry as alumni — into question.

Prosecutors claimed during the trial that the tradition had morphed into a sexual contest with boys competing with each other for how many girls they can sleep with.

Prosecutor Catherine Ruffle said Labrie specifically targeted the girl and much of the trial focused on consent and whether the accuser was a willing participant of the tradition. A number of emails and Facebook message exchanges were presented by Carney, who said the girl, now 16, knew what she was doing.

During her testimony, the girl graphically described how their sexual encounter quickly escalated. She said that after he ripped her bra off, he tried to remove her underwear and that she said “no.” The teen testified that Labrie ignored her and proceeded to rape her.

Labrie maintained throughout the trial that the two students never had sex. While the two kissed, removed clothing, and put on a condom, Labrie said he had a moment of clarity and realized he should not have sex with the girl.

After about seven hours of deliberations, the jury – nine men and three women – reached their verdict, indicating that they believe Labrie was guilty of having sex with an underage girl, but they didn’t believe the accuser’s claim that it was not consensual.
