Gabay is first deputy general counsel at Empire State Development and used to serve as assistant general counsel to Cuomo.

Police confirmed the shooting to BuzzFeed News, and said no one had been arrested in the incident.

Cuomo said Gabay is a "kind-hearted," Harvard-educated lawyer "who works for the state because he wants to give back to others and make a difference."

"This tragic shooting – this one by another seemingly random bullet – is the latest heartbreaking reminder that the crime of gun violence must stop," he said. "Enough young, innocent people have died, and it must stop now."

A 24-year-old man was killed Sunday after he was stabbed near Prospect Park, police said, and two other men were shot and injured in separate instances.

No one has been arrested, according to the NYPD.

The West Indian Parade is expected to draw up to 2 million people, CBS New York reported.

The annual event celebrates Caribbean culture and features songs and dancers. However, the parade has also recently been marred by violence, according to the New York Times.
