Canadian broadcaster CTV called the election in Tory's favor about 30 minutes after polls closed Monday.
Rob Ford, meanwhile, will continue his political career representing Ward 2 in the Toronto City Council.
The controversial former mayor first made international headlines when a video surfaced showing his crack cocaine use. He dropped out of the mayoral race in September following treatment for a tumor in his abdomen.
His brother, Doug Ford, took over the campaign for mayor. Rob Ford then took on Doug Ford's campaign for the city council.
