Houston Declares State Of Disaster As Flood Turns Roads Into Rivers

Over 1,000 homes have been flooded, Harris County Judge Ed Emmett announced in a press conference.

Heavy rain poured into the Houston area Sunday night and into Monday morning, with as much as 10 inches of rainfall in just six hours.

Flash floods overtook cars in low areas and flooded houses all around Harris County, shutting down all bus and rail public transport.

Harris County Judge Ed Emmett signed a declaration of disaster later Monday morning, expediting emergency services to the affected areas.

Sylvester cancelled his annual State of the City address, which was supposed to take place Monday, and urged all citizens of Houston to "remain home today and off the roads, Sylvester said in a press conference Monday. "Non-essential City personnel should stay home as well. Stay safe."

"When the water recedes we may find some people," the spokesman added, "but so far we haven't gotten any reports."
