Firefighting crews struggled to remove injured passengers for hours from the tour bus due to the mangled wreckage.
The injured, all adults, were taken to several different hospitals in the area, with Palm Springs hospital receiving 15 patients in total.
Five of them were said to be in a critical condition and another three listed as in serious condition, a hospital spokesperson told the Desert Sun.
The crash is thought to be one of the deadliest in recent years, the Desert Sun reported.
Photos of the crash show the gruesome result of a violent impact, with the front of the bus and the semi-trailer nearly fused together.
The tour bus reportedly belonged to USA Holiday, a Los Angeles based tour bus operator that made regular trips from the greater LA area to casinos in the the Southern California region.
Around 30 people were on the bus that was departing Red Earth Casino in Salton City and was heading back to Los Angeles.
An owner from the tour bus company was reportedly driving the vehicle in question, according to Stephanie Hamilton, a CHP officer quoted on scene.
The CHP did not immediately return requests for comment.
